We have a number of reasons however the largest reason is that we simply don't have enough time to devote to picking through trash inquiries. Currently most of the inquiries we get are of a decent level of quality and it would be nice (at least in the eyes of our sales staff) to keep it that way. We run a bit of online advertising paired with quite a bit of online PPC and site optimization. Honestly this generally gives us the best bang for our buck. Though we maintain several offices our intitial estimate of the number of new client inquiries would simply be too large for our staff to maintain our high level of customer service.
